With a growing number of new immigrants calling it home, York Region decided in 2009 to make a conscious effort to diversify its workforce. But a big problem emerged: how do you assess foreign credentials and work experience so that hiring managers don’t miss out on quality candidates?

After a futile search for good tools, York Region created its own foreign-credential process guide — an effort that has won the regional government an annual Immigrant Success Award to be presented Wednesday by the Toronto Region Immigrant Employment Council.
