RICHMOND HILL, ONT.-Conservative Leader Stephen Harper is promising federal loans to help new immigrants upgrade their job skills and obtain the credentials to work in the country.

It’s no coincidence that he picked the GTA to speak about foreign credential recognition. It’s one of the most perplexing problems facing new Canadians, who often don’t have the necessary job skills to enter the workforce and, as a result, can’t raise the money to remedy the problem.
